cluster/dht: Skip layout overlap maximization on weighted rebalance
During a fix-layout, dht_selfheal_layout_maximize_overlap () does not consider chunk sizes while calculating layout overlaps, causing smaller bricks to sometimes get larger ranges than larger bricks.
