Revert "cluster/ec: Rebalance hangs during rename"
This reverts commit 3d34c495d547866a533bc0614b14163381830095, which broke building rpms and possibly other packages as well. Change-Id: I2c10a613599e63bc0cbdb1b405cd87be9efa4a99
